Job Description 

* Plans, directs and coordinates tactical/strategic engineering activities of an organization. 

* Has overall organizational responsibility for people, customer and organizational project management activities. 

* Responsible for complex organizations.

* Coaches and counsels supervisors on business, organizational and technology strategies. 

* Participates in setting direction and policies related to engineering methodologies.

* Establishes strategies to achieve business goals and objectives. 

* Reviews new business opportunities, proposals and marketing presentations to ensure they meet the customer's and EDS' business objectives. 

* Identifies opportunities to leverage EDS expertise to new markets.

Responsibilities and skills include:

* Manage the development of all customer deliverables involving the technical staff of the EDS team

* Manage all system development, testing, and implementation activities of the NC MMIS to ensure timely delivery of system to NC DMA 

* Responsible for the adherence to data processing standards 

* Review detailed system design deliverable documents 

* Estimate, plan for, and obtain the necessary technical resources to complete the on-time delivery of the NC MMIS 

* Oversee and/or develop written work patterns for systems engineers for all phases of the technical development and testing phases

* Ensure software version control process is defined and followed by the technical team 

* Ensure system security processes are defined, documented, maintained and adhered to

* Establish and balance priorities for the technical development team

* Provide invoice data to the Operations team

* Collaborate with the customer to assess concerns/requirements, respond to application development questions and develop specific strategies for implementation

* Ensure that a requirements determination methodology is documented and followed on the project 

* Ensure that all technical work is defined within the project and that owners are assigned

* Manage and exceed customer's expectations

* Ensure that requirements are developed considering the NC MMIS+ extended enterprise 

* Ensure that project scope is well defined and controlled 

* Ensure quality assurance and ensure application components are ready for testing on schedule and defects are prioritized and corrected in a timely manner 

* Be familiar with and support the intent and application of systems engineering methodologies

* Ensure that project plans, standards, and procedures are created, used, and maintained as appropriate

* Ensure that estimating and measurement processes are defined, used, and continuously improved 

* Ensure that project and post-project reviews are conducted and results communicated appropriately

* Develop project staff by facilitating career planning and providing timely performance feedback 

* Identify, develop and promote technical leaders, team members, and future business leaders 

* Provide input for and recognition of team members 

* Knowledge of development methodology employed 

* Project management experience

* People-oriented 

* Comfortable with and able to operate in a matrix-oriented management approach 

* Good Communication, Presentation, Teamwork and Problem Solving skills 

* At least three (3) years or equivalent experience in MMIS development or ongoing system maintenance and modification desired 

* Experience implementing major system modifications

* Health care or claims processing experience a plus
