Type of Position Regular: A staff member is appointed to a position that is essential for the effective long-term operation of the university. Staff members are entitled to the privileges and benefits associated with regular status employment.
Duties: Provide management and leadership in the implementation of long-range goals in test development and related projects of Iowa Testing Programs (ITP).
Collaborate with ITP program directors on project design and implementation for test development project objectives; evaluate new ways to assess student achievement; assist in developing the rationale for changes in test content and item formats based on alignments to content standards and other considerations of test validity.
Oversee project design and implementation by program associates and other test development personnel; coordinate the work of program associates in the initial development stage by evaluating needs for materials and artwork, assignments to item writers, and appropriateness of proposed materials, and by conferring with test development and clerical staff; assemble project teams and conduct meetings to coordinate test development activities across working groups in Iowa Testing Programs; coordinate the external editorial and content review and production of tryout materials and research editions of assessments; supervise program associates and project leaders in identifying external content reviewers and in preparing materials for content reviews conducted by Iowa Testing Programs and by publishers; communicate with ITP program directors and publishers project managers concerning editorial and design issues during production and publication.
Provide leadership and direction in the management of test content and related documentation for test development projects by the Content Management System (CMS) consultant in collaboration with program directors and research/technical support staff, including: review specifications of item attributes and other descriptive information to include in item records stored in the CMS for each assigned subject-matter area; monitor the work of program associates and consultants in connection with CMS; provide leadership and direction to the CMS consultant in creation of tryout materials within CMS and in uploading Iowa CMS records into publishers systems.
Support the interpretation and use by external audiences of Iowa Testing Programs assessments; correspond with educators and other professionals as directed by program directors in response to requests for information about content standards and objectives of ITP assessments; supervise internal alignment studies and review alignment documents prepared by Iowa Testing Programs; collaborate with publishers on the design of alignment studies by external consultants; review test manuals and other interpretive information developed by Iowa Testing Programs and by publishers to support use and interpretation of results.
Perform human resource functions including interviewing, selection, training, performance evaluation, salary determination, promotion, and disciplinary action; develop work assignments, monitor progress toward completion of project goals, and review materials produced by program associates and consultants; communicate schedules and set priorities for meeting production and publication deadlines; complete annual performance appraisals using procedures and forms adopted by Iowa Testing Programs and the College of Education.
Education Required: A Master's degree in educational measurement or an appropriate field or an equivalent combination of education and experience.
Experience Required: Considerable (3-5 years) experience in program management related to the production and publication of tests, educational or other technical materials.
Demonstrated ability to supervise, consult with and evaluate multiple individuals contributing to the development of a standardized achievement test battery.
Evidence of excellent written and verbal communication skills.
Demonstrated proficiency in computer software applications used in test development, including content management systems.
Demonstrated commitment to diversity in the work/academic environment.
Desirable Qualifications: Substantial (5-10 years) experience in program management, production and publication of a broad range of standardized tests.
Considerable (3-5 years) experience in editorial services and publication processes.Online Application Options
