One (1) or more years of specialized experience as an Administrative Officer providing high level healthcare administration and oversight. Duties include assuring clinical programs are operated as required by regulations and accrediting standards; preparing contracts in accordance with contract regulations; having familiarity with The Joint Commission (JC) standards for Long-Term Care and Home Care; coordinating all Human Resources functions including providing guidance on Position Classification and Qualification Standards; preparing position descriptions, grievance procedures for disciplinary actions; controlling the abuse of sick leave; proper scheduling of annual leave; processing personnel actions; assuring compliance with the Union agreement; being directly involved with the hiring and credentialing of practitioners; having responsibility for equipment inventory; ensuring Extended Care has space requirements on an ongoing basis; and, using a variety of computer software to prepare correspondence. To be creditable, specialized experience must have been equivalent to at least one year at the GS-09 grade level in Federal service. (Experience must be documented in your application/resume for full consideration.) 

 

A full year ofwork is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. 

 

A Ph. D. or equivalent doctoral degree or three (3) full years (18 semester hours is usually the equivalent of one full year) of progressively higher level graduate education leading to such a degree which is fully qualifying at the GS-11 level when the education demonstrates the knowledge, skills, and abilities necessary to do the work. (Transcripts are required.)

A combination of graduate education and experience to qualify for this position. (Experience must be documented in your application/resume for full consideration and transcripts are required.) 

 

To calculate the combination of education and experience, determine the amount of experience you have as a percentage of the experience required for the grade level. Then determine the amount ofeducation you haveas a percentage of the education required for the grade level. Only education in excess of the amount required for the next lower grade level is qualifying. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level. 

Example: The position to be filled is an Editorial Assistant, GS-5. Qualification requirements are 1 year of specialized experience or four years (120 semester hours) of education above high school. The applicant has 9 months of specialized experience and 75 semester hours of college. The 9 months of experience equals 75% of the 12-month requirement. The 75 semester hours of education is 15 semester hours beyond the second year of education (the requirement for the next lower grade level). Credit can, therefore, be given for 15 semester hours, or 25%, of the education requirement of 120 semester hours. The applicant meets 75% of the required experience and 25% of the required education which, when added together (75% + 25%) equals 100%. The applicant is qualified for the position.
