The incumbent will serve as a Utility Systems Repair/Operator Leader over the Planet Operations Unit at the VA Medical Center, Washington, DC. The incumbent is responsible for the operation, installation, preventive maintenance and repair of all environmental conditioning systems such as heat, ventilation, air conditioning, refrigeration and water treatment. He/she leads other employees in both preventive and corrective maintenance work, makes inspections of buildings, orders materials and equipments, explains methods procedures and work requirements, responds to follow-up on emergency situations and complaint calls, and maintains accurate logs and records. He/she reads and interprets mechanical blueprints, specifications and circuit diagrams; demonstrates knowledge of chemical and materials used in water treatment; uses tools and equipment in preventive maintenance such as manometers, valto meters, helide torch, actelyne welders and pressure gauges; and makes progressive and promotes and encourages all stations programs such as safety, incentive awards, work simplification, quality assurance and cost reduction.

To qualify for this positions: A specific length of training and experience is not required but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence of specialized experience, which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of your experience on your resume or OF-612.
You must be a U.S. citizen to qualify for this position.
After appointment, you will be subject to random testing for illegal drug use.
Candidates must possess the Selective Placement Factor to receive consideration for this position and should address this in their statement of Knowledge, Skills, and Abilities (KSAs).

You must meet time-in-grade restrictions by the closing date of this announcement.
You may need to stand for prolonged periods on concrete floors and walk over rough and uneven terrain.

Once your qualifications have been evaluated, your application will be assigned a numeric score. Candidates will be ranked in score order with appropriate points added for veterans' preference.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the questions.
