6. Develop the approval to the Approving Official complete contract/grant package
7. Ensure that grant/contract packages adhere to program specific requirements
8. Review contract/grant packages for adequacy and compliance with administrative, regulatory, and procedural requirements and consistency with current practices.
9. Work with management and program officials to develop a negation plan.
10. Provide training to contactor/grantees, internal BIA staff and program officials and Tribal organizations concerning contracting/grant laws, regulations, policies and procedures.
11. Perform the full spectrum of the more complex contracting and granting functions from the pre-award to closeout.
12. Serve as a technical reviewer and approval official of assigned contracts and grants developed by lower graded Indian Self-Determination Specialist.
13. Review the contractor/grantee's annual Single Audit and ensures compliance with the Single Audit Act.
14. Serve as lead negotiator on contract/grants being worked on by lower level specialist.
15. Evaluate contractor/grantee administrative and business capabilities in the requirements associated with the development and operations of effective contacts/grants management systems.
16. Ensure that final contracts/ grants are comprehensive and will meet all requirements and needs of the parties involved.
17. Document decisions concerning all phases of contracts/grants from pre-award to termination or close-out.
18. Develop all correspondence concerning the business aspects of assigned contacts and grants.
19. Assist the contractors/grantee in resolving audit in a timely manner
20. Formulate replies to Congressional inquiries concerning Public Law 93-638.
21. Conduct on-site monitoring the contacts/grants throughout the life cycle
22. Attend Tribal Council meetings, Tribal Business Committee meetings, and other contractors/grantees meetings to represent the Approving Official as required
23. Advise contractors/grantees' concerns, initiatives and difficulties.
24. Provide training to contactor/grantees, internal BIA staff and program officials and Tribal organizations concerning contracting/grant laws, regulations, policies and procedures.
