KIND OF APPOINTMENT: THIS IS A PERMANENT PART-TIME POSITION (hours range between 16-32 per week) AND DOES NOT LEAD TO FULL TIME. The initial average hours per week will be 24 to start. Hours may fluctuate between 16 and 32 per week based on average workload. Occasional situations such as training or short-term collection situations may require more hours. Regardless of rare, short-term needs, this position will not lead to a permanent full- time position. This is not a job for a person who needs full-time work or who cannot be available for work when it is required, including a mix of day, evening and weekend hours; each of which will be included in the typical workweek to accommodate collection of data at both businesses and residences. Schedule evening hours qualify for night differential payments. This position is a field representative position in a regional Division of Price Programs. Incumbents of the position have responsibility for the collection of primary data for the Consumer Price Index (CPI). Assignments are designed to develop technical competence in the CPI Program and requires pricing the majority of item classes. NOTE: Visits to residences are necessary and some evening and weekend work is scheduled. Work in retail stores must be completed during normal business hours. In addition, you must travel to the Bureau of Labor Statistics training center in Washington, D.C. two times during the first year for mandatory classroom training as follows: Two (2) week introductory commodities and services training and One (1) week of advanced data collection; and you MUST travel to the Philadelphia Regional Office at least once for mandatory training as follows: One (1) week of housing survey training. This position has promotion potential to the grade of GS-07. THIS IS A PART-TIME CAREER-CONDITIONAL POSITION - THE INITIAL AVERAGE HOURS PER WEEK WILL BE 24. HOURS MAY FLUCTUATE BASED ON WORKLOAD AND TRAINING REQUIREMENTS. YOU SHOULD NOT APPLY FOR THIS POSITION IF YOU WISH FULL-TIME EMPLOYMENT. VALID DRIVER'S LICENSE IS REQUIRED - Driving conditions will include highway and local streets, and driving at night and in adverse weather conditions. Travel will be requried to all types of businesses servicing the consumer market as well as all types of housing units. This position will be filled at GS-05 level, with promotion potential to GS-06 and ultimately, GS-07. The incumbent may be non-competitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion to subsequent grades (GS-6 and GS-7) requires a thorough knowledge of the distinctively different procedures and collection techniques for each of the three component parts of the CPI survey (Initiation, Commodities & Services, and Housing).
