Position Summary Responsible for managing the Northrop Grumman personnel and biometric capture operations within the districts and Application Support Centers (ASC's) of the USCIS region to which assigned. This position supervises selected Site Supervisors assigned in the region. Position Accountabilities The following are essential job accountabilities: 1. Manages the regions labor utilization budget to minimize labor cost while maintaining contract production standards. Responsible for overhead and project budgets and variances reports. 2. Administers the regions Quality Assurance program to ensure biometric capture reject rates meet or exceed contract requirements of 2% or less. 3. Ensures regional administrative office and ASC's workforce is maintained according to the labor utilization budget to ensure that client and customer satisfaction rates are met per contract requirements and to minimize turn-away of benefit applicants. 4. Responsible for employee relations issues in concert with the Project Management Office HR department as well as documenting employee performance and annual performance reviews. 5. Provides assistance and direction to the Site Supervisors regarding the day-to-day and future operations of the ASC's. This includes reporting of production and customer satisfaction, adherence to Standard Operating Procedures, facility repairs and upgrades as well as staffing. 6. Serves as the principal Northrop Grumman point of contact with the USCIS regional director and staff on matters related to contract execution and support. 7. Prepares required reports for submission to the Project Management Office. These include weekly updates of Regional activity, review of Weekly Production reports, budget preparation and others as necessary. 8. Perform periodic training assistance with visits and inspections of ASC's. 9. Conduct periodic ISO 9000 Internal Quality audits of the ASC's. 10. Assist with preparing the annual training plan and perform appropriate training as required. 11. Performs other duties as assigned. Position Qualifications Minimum Education Equivalent of Bachelor's Degree Minimum Experience 5-7 years Field of Expertise Management Skills Ability to work with and motivate others Organized Mental Requisites Ability to work under pressure of deadlines Supervisory Experience 3-5 years (if applicable) Physical Demands Good oral communication skills Unique Qualifications Ability to travel up to 50% of the time Security Clearance Required.
