The candidate will serve as a Network Defeat Project Lead for USCENTCOM CIED Task Force. The CENTCOM CIED TF is focused on counter-proliferation of the IED threat throughout the CENTCOM AOR. The primary responsibilities of Network Defeat Project Leader will be to directly assist the efforts of deployed personnel and CENTCOM staff. The candidate will coordinate with senior multi-discipline intelligence analysts to help manage production requirements to include reviewing content, analysis, presentation, and follow up with requestor. He/she will participate in and direct production in indications and warnings analysis, collection management, targeting, imagery, network analysis, moving target indications backtracking, counterintelligence, counter-terrorism, information operations, foreign disclosure, international engagements and threat analysis. The candidate will help monitor the satisfaction of explicit and implied requirements and insure products adhere to organizational, community, and regulatory standards. The candidate will direct and participate in information retrieval, knowledge consolidation, analysis, and development of assessments of facts, threat intents, cultural behavioral norms, implications of the environment, and friendly as well as adversarial involvement in that environment, and guides accurate identification of adversarial intent, capabilities, vulnerabilities, and potential threat courses of action. He/she will help integrate and manage the intelligence capabilities of various teams in producing proactive insight into friendly current and future operations and to produce insights into second and third order effects of operational planning. The candidate will help directs and manage assigned team members, organizational assets, interagency intelligence community assets, and external capabilities as required to satisfy multiple consecutive or concurrent time sensitive requirements. The candidate will be responsible for managing the training, incorporation, and utilization of advanced technology capabilities and novel analytical approaches to satisfying requirements. He/she will need to seek to apply knowledge of the improvised explosive device (IED) problem to guide further development of intelligence analytical capabilities to respond to current and prepare for emerging threats; maintain and increases organizational knowledge of analytic methodologies, best practices, and common procedures for community activities; and maintain liaison within the intelligence community and develops, through team functions, analyst to analyst communications with operational and tactical consumers of intelligence. The candidate will help incorporate all analytic strengths presented by participating agencies, organizational activities, and available technology into the team’s capabilities. He/she will supervise, direct, and manage assigned analysts ensuring contractual stipulations are met; and develop and tasks persons according to personal capabilities and developing- or predetermined-policies and standards. Candidate must have the ability to brief to senior leadership and tactical users. Work location is at/near USCENTCOM in Tampa, FL. Travel up to 10% may be required. Must be able to participate in various inter-agency and DoD conferences. Must be ability and willing to deploy for short periods to CENTCOM AOR.
Required skills:
•Must have a current DoD Top Secret clearance and able to obtain a SCI within a reasonable amount of time.
Desired skills:
•Background in Military Intelligence.
•Preferred experience as a Div/Corps ACE Chief or Battalion Commander level.
•Experience in Iraq or Afghanistan highly.
•Capable of leading diverse groups of analysts (military, civilians, contractors, and academics).
•Capable of identifying and integrating innovative approaches to analytical problems.
•Familiarity desired with various analytical tools (Analyst Notebook, Axis Pro, ArcGIS) and approaches to network analysis (link nodal analysis, social network analysis).
•Deliver operationally vetted information and support products to be supported units.
•IED related experience
•Experience on COCOM and/or Joint staffs.
Education Required: Bachelors or equivalent military training or experience and 9+ years of experience. Masters Degree in Middle Eastern Studies (Islamic Culture, Social Network Analysis, Terrorism, and Insurgency/Counterinsurgency) highly desired.
